Is it true that the bigger the interaction cross section equal to the higher the probability of certain effect? If we changed the interaction cross section into the probability, would the figure change a lot?

That's true. The probability of certain phenomenon( for example the inelastic scattering of photons by electrons) is proportional to the cross section of this
phenomenon.
it's also rather obvious if you think of probability as a flux current... the bigger your area, the more flux you get from the probability flux current.
