How could I know what is my GPA whereas I'm not an american student? (I'm from France)

I am from France as well, and it is very tough to explain to american people that the best grade in france is 3.0/4.0 and that having less than 2.0/4.0 is common. I think the best is to give them unconverted grades /20, and to ask your teacher to explain that in the french system, nobody has ever got over say 16/20, and that the average grade is ..../20, something like that. The admission comitee just need you to compare your situation to the situation of the average of the students.

How can it possible make sense that it is impossible to get the best grade attainable (4.0)? Why not make it 3.0/3.0?

Well, a 3.0/4.0 is like a 75%. I don't see how that's the highest grade in France. Are you saying something like a 75%-100% is equivalent to an A in america?

As an example, my undergraduate GPA was 2.65, and I obtained 990 on the physics GRE. The best undergraduate GPA in my school was 3.05, and the average GPA was 2.6
Actually, nobody can get a perfect 4.0 because teachers just give very long examinations which cannot be solved on time. In some cometitive examinations, I obtained 20/20 because they were rescaling the grades. Normally they give the exam, correct it and don't rescale anything (they don't give 20/20 for the best student). I know that it is stupid, but I cannot change the whole french system by my own.
