Is Rice better than MIT?

I was looking at the U.S. News Best Global University for Physics. http://www.usnews.com/education/best-gl ... int=994b08
I saw there are 10 indicator ranking.
"Normalized citation impact" and "Physics percentage of total publications that are among the 10 percent most cited" draw my attention.

These two indicators seem more important than the other.
But even MIT doesn't rank high in these two indicators.

The schools that rank high in these two indicators are University of Zurich and Rice University.

Rice is about the same size as Caltech. But Caltech's rank is not that high neither.
