Probability of acceptance

Hi, I'm an Electrical & Electronic engineering senior undergrad going to switch to physics. After glancing over the acceptance list of the last few years in this forum, it seems the chance decreases considerably for engineering background undergrads even if they have an average or decent PGRE score (rejection rate is much higher i.e. 5 out of 7). May be I am wrong and I hope so. Is my guess correct?
