Help: embark application question! Waiting for recommenders?

Do I need to wait until my recommenders have submitted their recommendations before I press the "submit" button?

I can't seem to find the answer in their help documentation...

and in many cases, they ask you to submit as soon as you can regardless of whether your recommenders have finished the recommendations or not.
