DHS Graduate Fellowship

I just went to the DHS Fellowship website and saw this:

"In consideration of overall DHS Office of University Program objectives, graduate fellowships will not be offered during the 2010 competition cycle. We apologize for any inconvenience this change may cause."

Did I miss something? Does this mean the graduate fellowship is canceled for 2010?

Either that or the DHS won't be there :).
