Hi, many schools that I pretend to apply are in California, and for what I understood there is a fee for people who are not from there of ~5300 dollars per quarter, and TA and RA do not give exemption of this fee. So my question is, how do non-Californian PHD students survive? Is there a way to avoid this huge fee?
