Health insurance and tuition waiver

I'm an international student applying to some low (relatively) ranked institutions; I've read many information in the sites of the universities where all promise support but I can't figure in actual numbers how many money is necessary to begin (and during the 5 or 6 years) the graduate life, particularly I'm not sure if the health insurance can be subsided (if not, how much is for it ?) and of course if full tuition waiver is ensured+decent salary for living expenses. After payment of GRE and TOEFL and application fees, practically I don't have a penny to pay for any more, apart from tickets to US.

I'm particularly interested in Rensselaer P.I, CA Davis and CUNY. (primarily RPI)
