PGRE, GRE and TOEFL scores to get into Ph.D.

Hi,
I was wondering what scores on the GRE,PGRE and TOEFL tests will make me a prime candidate for Ph.D. program in Medical Physics.
I don't know the exact GPA as we have % based marking system but to my best knowledge First division(60-74)% is around 3.7.
So my academic background goes like this
Undergrad:
I.Sc. (2 year) (Physics Based)
Institution: Amongst the top 5 Colleges
GPA: First Division(62%) so around 3.7
B.SC.(3 year) (Physics, Chem, Math) Major in physics in 3rd year
Institution: Amongst the top 5 Colleges
GPA: First Division(66%) so around 3.7
M.Sc.(2 year) (Physics with Biomedical Physics and Advanced solid state as Major)
Institution: Best Institute in The country for Graduate Education in Physics and was selected after a very competitive Entrance
GPA: Expecting First Division so 3.7
GPA in Medical physics: Surely will get a Distinction mark (75-100) so 4.0
I don't have research experience so want to get very good standardized test scores to better my chances.
Any other suggestions will be highly appreciated.
