Do grad admissions committees care how many times the PGRE is taken? I'm talking about a difference between 1 and 2 or 2 and 3 times.

The common sense answer is, it depends. If you take it twice and do significantly better on a second try, then an admissions committee is likely to think the first one was a fluke or that you had some sort of test anxiety or problem on test day.If, however, you manage to get a very similar score or even a lesser score on the second try, you will likely convince a committee that what ever score you got is a good indicator of your precise skill level.
