Two GPAs

What if I attended at some university for 4 semeters, and my GPA was low, but when I transfered to another university my GPA became high. How would the admission office feel about it? Should I be expected to present a justification for such a thing?! Or shouldn't I even mention that I have attended at my first university?

I believe you need to submit all transcripts of all schools you've attended.
