Where Should I be Aiming my Application?

Hello Everyone!

I stumbled upon this forum a couple of weeks ago and I finally decided to take the plunge and sign up. As a rising senior I'm starting to plan out my Physics Graduate School Applications. I was hoping some of you might be able to help me determine at what ranking my "reach" schools and "safety" should be around, and what score I should aim for on the PGRE. Do I have a shot at making a top 10? Thanks!

Information:
U.S. Domestic
State Flagship University (~70th by U.S News and World Rep.)
Engineering Physics Major, Math Minor

Grades (GPA): 3.94 Overall, 3.98 Physics
GREs: V-164, Q-163
PGREs: Taking next month

Research Experience:
I've conducted 2 internships and 1 co-op position at various NASA centers doing various things--mostly engineering based though

At School, 1 Year experience with experimental functional materials, 1+ years with computational modeling research (which will be my Honors Thesis)

2 Publications in niche journal (Integrated Ferroelectrics) -- Not the main author or anything fancy like that

Extracurriculars:
Decent involvement with student government, TEDx, outreach, but nothing really science related.
