Is Michigan State really even in the same tier as UW-Madison?
Weather in Michigan and in Wisconsin will be pretty similar. The town of Madison nice - lots of variety and plenty of culture.
I don't know what your research field is, but UW Physics is a huge, active, and renowned department. For me the choice would be a no-brainer.

Mhh.. i guess you were at the Open house this weekend too.... Personally, i would pick UWisc over MSU
