If one gets an interview does this mean that they are a top candidate?

It is a good sign. However, you are still not in yet. Indeed, US schools tend to only interview the top applicants they are quite seriously considering, but that can still be many more than they have room to hire.

Since it can put you over the edge, prepare. Study details on their program and, if you are interested in certain professors, their research. Be ready to talk about your research and CV, and practice responses to typical job questions (greatest strength/weakness, hobbies, where do you see yourself, why you want to work there, etc).
