Universities suggestions for my profile

I have applied to some universities in USA and Canada for master's in Astronomy and Masters in Physics, and have got results from some universities. I am looking forward to applying some more decent universities in USA, Canada, and Europe. Suggestion needed. Thank you in advance.
Here's my profile.
Undergraduate: Electronics and Telecommunication (Low-rank private college in India :( )
GPA: Below 3
Length of Degree: 4 years
Type of Student International

GRE Score:
Q: 154 :(
V:138 :(

IELTS: 6.5

Experience:
Projects completed: 7
1-year research experience at an observatory in alliance with NASA :)
1-year teaching and outreach experience.
Research experience in Radio astronomy and Radio Instrumentation. ( Built 3 radio telescopes :D )
Research experience in data processing. ( working with an International Sky survey)

Publication: 1 international (in Rocket Design), Two more papers coming up in radio astronomy and galaxy evolution

Recommendation: Very Strong ( FRAS, London and FRAS Canada)

I am mainly interested in radio astronomy and cosmology.

Universities applied to:
ASU(Spring): Lack of funding, got rejected
Fall:
Mcgill University: Still in review
UMass Amherst: Rejected (Decision via email)
University of Victoria: Rejected (Decision via email)
University of Florida: Still in review
ASU: Still in review
West Virginia University: Still in review

Want suggestions for some more decent universities that I can apply to.

I don't think there's any programs in the US at this late.

German masters usually have their applications open until end of april/may. There are many decent schools there.
