TU Delft and University of Copenhagen

Hi folks. I am looking for some programs as back up in case I get rejected by UTokyo. I have heard that TU Delft is relatively less selective, but I did not take general GRE since I am not going to apply for a school in the US. Is this going to be a huge disadvantage?
Also, how bad is the competition on the Niels Bohr Institute of the University of Copenhagen? I haven't seen a lot of people applying for these two schools.
Any other suggestions about schools in continental Europe( less competitive as back up)?
