Late Registration and Standby Testing

Probably a stupid question at this point, but when ETS says the late registration deadline is Oct 15, do they mean we can't register on Oct 15?

Also, how likely are you to get in by standby testing if there were no seats available during normal registration? If anyone's had any luck with standby testing, that would be at least somewhat comforting.

Register for the test today online to be safe.

Since the deadline is not over, when not just try to register in the nearest test centre.

I did the standby test at Toronto on Oct.9. But only two people were trying to do that on the test day. The other person is my friend and doing math.
