To the best of my (limited) knowledge:
1. Many prospective grad students take the GRE two or more times. As long as you improve, no admissions committee will care that you took it more than once.
2. The TOEFL is there to ensure that there won't be a language barrier limiting incoming students' ability to interact with professors/colleagues/students when they work as Research Assistants (RA's) or Teaching Assistants (TA's). It shouldn't be important for scholarships.
3. The AW score will not be a very high priority for most admissions committees. I would guess that they would be more forgiving of international student (going out on a limb here...).
