GA Tech is a good physics school, especially for graduate studies because only year of coursework is required for the PhD. This means that you can dive right into research as soon as you want. There is also NO application fee for US citizens, so you might as well apply. The research is strong in nonlinear dynamics and they admit a large incoming class. They also state that the minimum Physics GRE score is 640, which might encourage some people who didn't get a GRE score over 700 to apply

I am not a student at the school, but I looked at it for graduate school. Hope this helps!
