Please suggest whether I should apply for Fall-2014 with this profile or should repeat GRE & PGRE and wait for Fall-2015.....

M.Sc. : 63%
Research experience of 1.5 years with 2 papers and one poster presentation at National conference.
Teaching experience of 4 years at an Undergrad level.

P.S. :- I am not dreaming for top Universities.

And a lot of schools below the top-40.

The profile is not bad at all, especially with some research. I think it's reasonable to apply to top 60-90 and also have some safety schools below the top-100. Moreover, the main criterion for school selection is the matching of your research interests, but I think it's obvious.
